Error happen if the project has restfull_authentification (RA) plugin
It happen for rails 2.0.2 and 2.1.0 on my machine. After when installed globalize truck, server works. But after install click to globalize I have this error:

That could happen if because (RA) plugin has no init.rb file. Just drop empty init.rb file into plugins folder help.
